Chief Finance Officer’s Directorate
Supports the Mayor’s Office and wider GLA on a variety of different aspects: from managing daily financial decisions to setting long-term objectives; budget setting; and observing and recognising projects and opportunities in the market that may be worthy of development or investment.
About the team
The Group Finance and Performance team is responsible of consolidating the budgets and performance monitoring of all bodies within the GLA Group, this includes the Met Police, the London Fire Brigade and the GLA themselves, plus other smaller bodies.
We are a small, but busy and high performing team. Our activity is at the heart of the Mayor’s agenda with an overview of the activities and priorities across his entire range of responsibilities.
About the role
To manage the strategy behind and development of the Mayor’s annual consolidated GLA Group budget. Drive forward on-going process improvements.
To work closely with the GLA Performance Team and provide assurance to, and high-level support across, the GLA Group regarding the financial aspects of the GLA’s quarterly budget monitoring.
To lead the GLA’s day to day financial relationship with MOPAC, TfL and LFB.
To lead and participate in a range of high-profile projects and provide advice to the Mayor, London Assembly Members, and senior managers on financial matters, including: the DLR Extension to Thamesmead, GLA funding reform and other strategic or delivery projects.
What your day will look like
· Meetings with senior staff across the GLA Group on financial matters
· Conducting complex financial modelling
· Producing briefings and advice for very senior staff
· Coordinating the Group Budget process
· Producing Budge documents and taking through senior sign off
· Developing budget strategy
· Advising on strategic projects
Skills, knowledge and experience
To be considered for the role you must meet the following essential criteria:
· Full membership of a professional accountancy body.
· Extensive experience of leading budget processes within complex group structures.
· In depth knowledge of the local government funding system and local authority budget processes and direct experience of producing a consolidated budget encompassing diverse public sector agencies and/or organisations.
· Significant experience of developing effective relationships (including staff at all levels of an organisation, politicians, external partners and key stakeholders) to support the demands and information requirements associated with the role.
· Excellent communication skills (both written and verbal) and extensive experience in writing briefings for key decision makers and reports for public sector committees and/or boards.
· First-hand experience of the GLA Group financial structures and operations in a senior finance role, including experience of complex financial modelling.
· Understanding of the Mayor's programme to regenerate London and the deployment of funds he has established for this purpose.
