Good Growth

Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

 

About the team

The Oxford Street Transformation team was established to deliver on the Mayor’s ambition for Oxford Street as set out in his joint announcement with the Deputy Prime Minister Angela Rayner in September 2024. The team is responsible for delivering the Mayor’s vision to turn Oxford Street into a premier shopping and leisure destination, that reflects its place at the centre of a global city, attracting tourists and locals alike, and generating significant economic activity. A flagship project demonstrating the Mayor’s commitment to high streets and to London's global status, proposals include:

-        Creating a pedestrianised boulevard to unlock the full potential of the street, creating beautiful public space and allowing for activation with a curated offer that promotes an attractive activity and trading offer

-        Delivering a greener, more sustainable and climate resilient district – showcasing innovation in environmental and ecological design, supporting circular economy principles

-        Creating an inclusive neighbourhood that welcomes people of all ages and backgrounds, removing barriers to participation and accessibility

-        Harnessing exemplar design that showcases the best of London’s talent, assets and opportunities – a place that Londoners feel proud of and those coming to London want to visit, invest in and return to.

 

About the role

As part of the GLA Oxford Street Transformation team, the post holder will play a key role in developing processes and operational proposals for the finance function of a new Mayoral Development Corporation (MDC), which would implement the Mayor’s proposals to transform Oxford Street into a world-leading destination. The post holder will contribute to setting up its finance department. It is expected this role will  transfer to the MDC corporate operations team, and will continue providing financial accounting and management accounting services for the MDC. This role will initially sit within the Oxford Street Transformation Team at the GLA.

 

What your day will look like

·       Developing key finance policy and operational documents ahead of the Oxford Street MDC’s establishment

·       Assisting in setting up the Oxford Street MDC’s finance function – including helping to ensure finance systems are fit for purpose

·       Contributing to the management and coordination of the management accounting and financial accounting function for the existing team, closure of accounts and preparing the Oxford Street MDC’s budget

·       Advising senior management and non-finance staff on all aspects of the Oxford Street MDC’s budget, including advice on proper accounting practices and financial regulations

·       Posting accruals, prepayments and journal transfers as required.

·       Establishing quality control, customer feedback and other mechanisms to ensure that the function provides customer centric services to budget holders and advise senior management accordingly.

 

Skills, knowledge and experience

To be considered for the role you must meet the following essential criteria:

·       Qualified, part-qualified or qualified by experience as an accountant.  Postholders will be encouraged to study for a CCAB level qualification.

·       An understanding of local government finance and the statutory framework for local authority accounting.

·       Developed skills in the analysis and interpretation of financial information, including presenting financial information (orally and in writing) clearly and concisely.

·       Experience of working with, analysing data and producing reports from accounting systems such as SAP or Oracle and a high level of proficiency in Excel.

·       Experience of suggesting and implementing improvements to finance systems and processes

·       Experience of applying accounting good practice to resolve problems and improve systems and processes
