About the role
This is an exciting opportunity to apply your skills and experience to help deliver the Mayor’s ambition to making London a net zero-carbon city by 2030.
This is a key priority for the Mayor and supporting this ambition will require considerable investments in capital infrastructure across London’s buildings, energy networks and transport systems. To facilitate this, the Mayor has made available a £500m debt facility, called the Green Finance Fund (GFF), to support the capital investment in green projects from the GLA Group and strategic partners across London.
The GFF will be administered by the GLA’s arms-length, regulated subsidiary London Treasury Limited (LTL); however, a newly established Credit Committee will make final loan decisions.
We are seeking to appoint two exceptional individuals to the Green Finance Fund Credit Committee to support this important Mayoral initiative.
Key Accountabilities
A Credit Committee has been established to exercise delegated authority from the Mayor to approve GFF investments. The Credit Committee has been established to perform the following duties:

decide on investment recommendations from LTL, ensuring that these meet the objectives of GFF and comply with the any agreed green bond framework

decide on finance costs subsidy recommendations from LTL, ensuring that these are proportionate to the benefit being delivered

approve the terms and conditions of any investment finance and subsidy provided by GFF

provide oversight and strategic guidance

Skills, Knowledge & Experience
We are seeking two exceptional individuals that bring the following areas of expertise:
- Green Finance: knowledge and experience of finance and making investments, preferably through lending at corporate or project level, to tackle climate change and transitioning to net zero .
- Infrastructure planning and implementation: knowledge and experience of delivering low carbon infrastructure and/or climate technology projects.
- Environmental Policy: knowledge of environment and sustainability policies and technologies to support the transition to net zero.
Additional skills/experience
- A broad understanding of mayoral environmental policies and initiatives.
- Private sector finance experience, including green bonds.
- Good understanding of impact investing.
- Commitment to championing diversity and equality and a commitment to public sector values.
Remuneration and expenses
The position of Credit Committee member is unremunerated and non-pensionable. We will, however, pay members reasonable out of pocket expenses.
