Programme Manager – LEAP Delivery

The Regeneration team is looking for a Programme Manager to lead the Skills for Londoners Capital Fund and other programme areas.  You will have built considerable expertise in programme performance management and been involved in delivering large and complex projects. Now take it to the next level by joining the Regeneration Unit within the Development, Enterprise and Environment Directorate of the GLA.

 

Supported by a small team, you’ll provide programme management for a wide range of regeneration projects funded from London’s Growth Deal to meet the priorities of both the Mayor and the Local Economic Action Partnership (London’s Local Enterprise Panel, or LEP).  You will be directly responsible for the  new Skills for Londoners Fund and the FE Capital and Growing Places Funds alongside oversight of the entire Growth Deal, reporting within the GLA and to Government.. This will involve the design, development and delivery of prospectus-based bidding processes and end-to-end management of both repayable and grant funded projects.

 

Leading the preparation and delivery of programme monitoring information and documentation, you’ll play a key role in ensuring successful delivery of high-profile holistic regeneration initiatives including major capital building schemes in London’s skills and further education sector, mixed use commercial and estates development schemes, and capital infrastructure projects, all with a key focus on economic development and good growth. This will entail building and maintaining strong working relationships with other GLA teams, LEAP, central government departments, public and private sector delivery and funding partners, London boroughs and other key stakeholders particularly within the further education sector.

 

Along with demonstrable experience and a track record of managing a small team and knowledge of formal project management processes, you will have a good understanding of the planning and political context of London. This should include familiarity with economic development, regeneration, place-making and design quality management. In addition, you will have extensive experience of performance management and controlling large budgets, tracking of deliverables and outcomes, risk and issues management and the production and coordination of governance, approval and management information to support reporting both internally and to central government.
