The profile of EU funds has rarely been so high on the agenda – thanks to Brexit.  But it’s business as usual for the GLA’s European Programmes Management Unit (EPMU) as the programmes will continue beyond Brexit, with replacement domestic programmes expected from 2021.

 

You will help to implement, manage and monitor the 2014-20 European Structural Investment Funds (ESIF) programmes for London, overseen by EPMU, the European Regional Development Fund (ERDF) and European Social Fund (ESF).

 

We are looking for two people with suitable experience; ideally with knowledge of ESF or ERDF.  You will understand the importance of stakeholder relationships both within, and outside, the GLA.  You will have excellent written and oral communication skills, and enjoy paying attention to detail.

 

There are two posts:

 

Permanent:

 

Working with a wide range of internal and external stakeholders, you will support the development of the second phase of the London ESF programme, ensuring that London’s remaining c.£130m ESF allocation it utilised to deliver activities that effectively meet London’s needs and priorities.

·  You will also be responsible for managing a small portfolio of large ESF employment and skills projects, working with grantees, including the Co-Financing Organisations to ensure that these projects meet their performance expectations and comply with the national programme requirements.

·  You will have a good knowledge of employment and skills policy and mainstream programmes, along with experience of researching, developing and/or managing employment and skills programmes.  

The post includes line-management.

 

One year fixed-term:

 

Working with internal and external stakeholders, including the London ESIF Committee, the role will include both the appraisal of applications for funding and on-going contract management.


·  You will appraise applications for ERDF in accordance with the ESIF rules and guidance to ensure the right activities are compliantly funded to meet prescribed targets.

 

·  You will contract manage programmes and projects funded by ERDF. You will ensure contracted outputs, results and expenditure meet targets. You will initiate remedial action where needed, and undertake compliance checks to prior to payments being authorised.  You may also contract manage projects supported by the European Social Fund, depending on operational needs.
