The Mayor of London, Sadiq Khan, recognises that in the face of London’s rapid growth, infrastructure is of vital importance. Given this, he has approved the establishment of a new team at City Hall to expand his efforts to support coordination of infrastructure planning and delivery throughout the Capital, with a strong focus on facilitating and piloting new, innovative approaches to utilities planning and delivery.
Working with a range of stakeholders, including London’s infrastructure providers, developers and boroughs, the new team will seek to support integrated, upfront planning of infrastructure at high growth locations, timely investments to unlock housing development, and improve how utilities are delivered on the ground with a focus on achieving integrated outcomes which support achievement of Mayoral policy objectives in areas such as decarbonisation, resilience and coordination.
The new post holder will join the existing Growth & Infrastructure Unit – a small, dynamic team, responsible for progressing the Mayor’s infrastructure agenda, including the London Infrastructure Plan 2050 and developing the London Infrastructure Mapping Application.
Empowered by the Mayor’s Infrastructure High Level Group, made up of London’s infrastructure providers, and resourced with a two year programme budget of £2 million in funding from the London Lane Rental Scheme, this post provides an excellent opportunity to lead, design and implement a range of initiatives that have potential to transform how infrastructure is planned and delivered in the Capital for the benefit of all Londoners. You will also be provided with an excellent opportunity to develop your career through exposure to a wide group of stakeholders across the infrastructure community and a supportive, high-performing team.
Who are we looking for?
The Senior Analyst - Utilities post will provide leadership, technical advice and project management services for a range of initiatives designed to support utilities planning and delivery in London. No day will be exactly the same, and will require you to adapt across a range of projects from supporting the preparation of utilities strategies and delivery plans, through to identifying opportunities for regulatory or planning system reform. An ability to work closely with a range of stakeholders; progressing the Mayor’s agenda in what is a new space for the GLA, is a must. Emerging opportunities include coordinating and preparing utilities strategies for high growth locations, identifying innovative delivery methods and promoting innovation in design.
The ideal candidates will have experience working with utilities’ providers in an urban context, preferably across multiple utilities sectors, and experience working with boroughs and developers, also in the context of infrastructure provision. We are looking for candidates with credible on the ground experience (e.g. engineering, infrastructure planning, and programme delivery) and the ability to adapt to the unique infrastructure challenges that all growth areas present.
