Principal Project Officer - Programme Delivery (Skills & Employment) x 3

 

Under the banner of ‘Skills for Londoners’ the skills agenda is at the heart of the Mayor of London’s vision for London, ensuring both Londoners and London’s businesses have the skills they need to succeed. The role of Principal Project Officer – Programme Delivery within Skills & Employment will be central to delivering the devolved Adult Education Budget (AEB), the Mayor’s European Social Fund (ESF) 2019-2023 programme and the GLA’s European Social Fund (ESF) 2014-2020 programme.

The successful candidate will work on the implementation of the ESF and AEB business cycles from project development and procurement to completion; including managing a portfolio of contracts alongside stakeholder and partner negotiations, contract management, audit, quality assurance and compliance processes.  


Working as part of the wider Skills & Employment team, the post will provide expert guidance on skills delivery issues, specifically ESF and AEB commissioning and programme management.

The successful candidate will need to demonstrate significant knowledge and practical experience of project management and project control techniques relevant to outcome-related funding models, including financial analysis, project planning and appraisal, financing and risk management and evaluation.  Experience of joint development or co-commissioning of projects to meet strategic priorities, alongside a successful track record of monitoring delivery of complex and large-scale programmes, including delivery through multiple third parties will also be important.

This is a fixed term contract, or secondment opportunity until 30 September 2023.
