Digital Connectivity Outreach Advisor

This is your opportunity to represent the Mayor as his Digital Connectivity Outreach Advisor. You will work in partnership with local boroughs and other stakeholders to tackle London’s key connectivity ‘not spots’. You will guide and provide capacity to London’s Local Authorities to improve digital connectivity across the capital.

The GLA is seeking someone to join the Infrastructure team to help realise the Mayor’s manifesto commitments to improve our connectivity, tackle London’s ‘notspots’, ensure better access to public-sector property for digital infrastructure, and treating digital infrastructure with the same status as other key public utilities.

The Digital Outreach Advisors work programme will include

Leading on identification of not-spots

Identifying key stakeholders and coordinating localised working groups around priority not-spots

Being embedded within Local Authorities to understand current responses to digital connectivity requests in that particular borough and advice on improvements

Providing guidance on drafting digital plans

Helping coordinate boroughs response to funding calls for digital connectivity to maximise benefit for London

Other innovative projects as they arise

You will need to be extremely confident in establishing relationships with a range of stakeholders at senior level, including London boroughs, digital connectivity providers, property developers, business representative bodies, officers from government departments, and others. As a representative of the Mayor you must be able to demonstrate an understanding of working in a political environment, including sensitivities arising in policy development work.

A demonstrable experience of working with connectivity providers and/or the property industry is preferred as well as an in-depth understanding of Local Authority procedures ideally including experience of planning application process, highways management, and wayleave agreements.

This opportunity is fixed term contract until July 2019, with possible extension depending upon successful outcomes which will be reviewed at 6 monthly intervals.
