Programme Delivery Manager (Skills & Employment)

Under the banner of ‘Skills for Londoners’ the skills agenda is at the heart of the Mayor of London’s vision for London, ensuring both Londoners and London’s businesses have the skills they need to succeed. The role advertised is maternity cover of Programme Delivery Manager - Skills & Employment (South and East London) – a central role to preparation for devolution of the Adult Education Budget (AEB) to the Mayor.

The successful candidate will lead the development of the Adult Education Budget (AEB) business cycle from project contract to completion; including contract and partner negotiations including establishing a regime of contract management, audit, quality assurance and compliance processes to prepare for the devolution of skills funding and powers to London. The role will also involve responsibility for and oversight of the delivery of existing skills programmes such as the Mayor’s Construction Academy. The post holder will be supported by a small and growing team in the management of existing programmes and in the lead up to devolution of AEB.

Working as part of a wider Skills & Employment team, the post will provide strategic direction and expert guidance on skills delivery issues, specifically informing the development of the AEB commissioning framework.

The successful candidate will need to demonstrate significant knowledge and practical experience of project management and project control techniques relevant to outcome-related funding models, including financial analysis, project planning and appraisal, financing and risk management and evaluation.  A successful track record of monitoring delivery of complex and large-scale programmes, including delivery through multiple third parties and contract management, will also be important.

This is a Fixed-term or Secondment opportunity from June 2018 until June 2019.
