Programme Officer

European programmes continue until their closure in 2023-24, with their replacement, the domestically-funded UK Shared Prosperity Fund being piloted this year.

 

You will help to manage and monitor the current European Structural Investment Funds (ESIF) programmes for London; and also work on successor programmes.

 

We are looking for an individual with suitable experience; ideally with knowledge of the European Social Fund (ESF). You will understand the importance of stakeholder relationships both within, and outside, the GLA. 

 

Depending on operational needs, you may also undertake work on projects funded by the European Regional Development Fund (ERDF). 

 

The role includes: 

·    You will be responsible for undertaking Article 125 verification work, verifying that project activity has been delivered and that the expenditure declared by Co-Financing Organisations and directly funded projects has actually been incurred and complies with ESF rules.

·    You will be responsible for a portfolio of projects to directly contract manage, ensuring projects are delivering as expected and expenditure and activity is compliant with European Commission and national rules.   

·    You will ensure contracted outputs, results and expenditure meet targets and that evidence is in place to demonstrate project delivery. You will initiate remedial action where needed, and undertake checks prior to payments being made.  Your caseload of projects may vary depending on business needs. 

·    You will collect and provide accurate and timely performance data to allow appropriate scrutiny of activities by the Unit’s management team, auditing bodies, regulatory committees and Government departments.

·    You will represent the EPMU at meetings with national stakeholders, including the ESF Managing Authority, the Department for Work and Pensions (DWP) 

·    You will work with a range of internal and external stakeholders, and support the Senior Programme Managers and Programme Managers to ensure any programme-level contract management and audit issues are addressed.

·    You will have a good knowledge of skills and employment policies and programmes, including ESF.

 

The post requires excellent written and oral communication skills and would be suitable for someone who enjoys paying close attention to complex sets of data. The post may include travel within England.
