Principal Policy Officer – Funding Policy and Systems

From 2019/2020 the Adult Education Budget (AEB), which delivers training to adults aged 19+, will be devolved to the Mayor. This is an exciting prospect for London, but also a great professional opportunity for someone wanting to be at the heart of one of the most important new devolved funds in London.

To prepare for devolution, the GLA is building a new Funding Policy and Systems team which will be responsible for ensuring the £311 million annual budget funds provision that improves Londoners’ lives and drives forward London’s economy. This is particularly important now with Brexit on the horizon.

Within the Funding Policy team we are looking to recruit one Principle Policy Officer (PPO) to lead key strands of work. These tasks might include:

  • making funding allocations to providers
  • ensuring the programme as a whole is more outcomes focused, including by potentially developing ‘payment by results’ pilots
  • developing a range of other funding policies to underpin the Funding Rules and Rates documents that will be crucial to the successful devolution of AEB.

 

Applicants might come from a range of backgrounds, including, but not limited to, programme delivery, policy, research and economics. We welcome applications from those currently working with ESFA funding, including those from Colleges or other providers, or with experience working with Individualised Learner Record (ILR) data.  Strong quantitative skills will be valuable in this role.

You will need to be confident in establishing relationships with a range of stakeholders, particularly at senior level, including officers from government departments, the skills sector, business representative bodies, boroughs and the Mayor’s Office. An extensive knowledge of the DfE’s and Education and Skills Funding Agency’s funding policy and programmes is preferred in addition to excellent knowledge of skills and employment policy and a successful track record in policy development and delivery.
